North Dakota Low-Cost or Free Coverage Programs
ELIGIBILITY INFORMATION RESOURCES
North Dakota offers three low-cost or free coverage programs for children and
their families:
· Caring Program for Children
· State Children’s Health Insurance Plan / Healthy Steps
· Medicaid/Medical Assistance
Eligibility is based on the size of the family, the age of the children, and the total family income level.
Gross
yearly income and family size is used to determine eligibility for the Caring
Program for Children. Adjusted monthly income and family size is used to
determine eligibility for the State Children’s Healthy Insurance Plan (Healthy
Steps) and for Medicaid (Medical Assistance).

Medicaid
A benefit plan offered to eligible adults and children. It offers comprehensive
medical coverage and encourages each member to have a primary care provider.
Administered by: Local County Offices
You may be eligible if:
You qualify for other county-based federal assistance programs.
Your
adjusted income is less that 133% of the federal poverty level.
For example, if you have four people in your family and your adjusted income is
$1600 a month or less, your family may be eligible for healthcare coverage
through Medicaid.
Medicaid covers the following:
Inpatient Hospital-Medical and Surgical
Outpatient Hospital and Clinic Services
Psychiatric and Substance Abuse
Prescription Medications
Routine Preventive Services: Well Child Checkups and Immunizations
Preventive Dental and Vision
Prenatal
Services
Medicaid Also Covers:
Certain Mental Health Services
Orthodontic Treatment
Maternity Services

Healthy Steps (SCHIP)
A benefit plan available to North Dakota children who do not qualify for
Medicaid. The plan offers comprehensive medical coverage.
Administered by: State of North Dakota
You may be eligible if:
You do not qualify for Medicaid and your children don't have other insurance.
(Indian Health is not other health insurance) Your adjusted income is 100%-140%
of the federal poverty level.
For example, if you have four people in your family and your adjusted monthly
income is between $1,600 and $2,200, your children may be eligible for
healthcare coverage through the ND Healthy Steps program.
Healthy Steps covers the following:
In patient Hospital-Medical and Surgical
Outpatient Hospital and Clinic Services
Psychiatric and Substance Abuse
Prescription Medications
Routine Preventive Services: Well Child Checkups and Immunizations

Caring Program for Children
A benefit program for eligible North Dakota children. Coverage includes routine
and primary medical and dental care, as well as limited inpatient (hospital)
care. Administered by: BCBS of North Dakota
You may be eligible if:
You do not qualify for Medicaid or Healthy Steps (SCHIP) coverage programs. Your
gross income is 140%-200% of the federal poverty level.
For example, if you have four people in your family and your gross income is
about $2,200 and $3,200 a month ($37,700 a year), your children may be eligible
for healthcare coverage through the Caring Program for Children.

Primary and Preventive Health
Physician Office Visits and Routine Physicals
Emergency Accident Care
Well Child Care and Immunizations
Limited Inpatient and Surgical Services
Mental Health and Chemical Dependency
Preventive Dental Service
Limited
Restorations, Extractions (co-pay)
